I’m mostly posting this here since I’ve never seen anyone online talk about it but, I was interested if such a bug could be replicated or perhaps figure out why it occurred. Either this is some sort of anti-cheat measure programmed into the game to stop players from cheesing their way to a really high population or, some sort of number overflow could have occurred causing the game to be confused and to repeat the mini-game again and again. Which then leads me to the two possibilities of why this happened.

The following is a list of games we have Action Replay Codes for on Nintendo DS (NDS).
#SIMCITY DS ACTION REPLAY CODES CODE#
So, if any of you guys have actual hardware and action replay to test it on I would be most interested in hearing if it occurs just how I remember it. Nintendo DS (NDS) Action Replay Code Index. I tried doing the cheat on an emulator but, the cheat did not seem to work at all. Since there was no way to not do the mini-game, every few seconds being on the overworld you would end up playing the mini-game over and over again with seemingly no end to it. The weird thing is the population milestone that was being celebrated was a weird number (I believe it was for 1 population but, I could be wrong.)

In the game when you hit certain population landmarks you play a mini-game where you set off fireworks. However, what ended up happening was I got into this infinite celebration loop.

(Since once you hit a population of 500K there is a special rocket launch celebration and I really wanted to see it.) I remember using a friend’s Action Replay in order to get maximum population in my city. Years ago, back when I was playing Sim City DS.
